When you have the national dex you can catch one of the legendary dogs. Which one depends on your starter. Charmander = Suicune. Squirtle = Raikou. Bulbasaur = Entei. Once You have caught 60 different kinds of pokemon. Go and see Professor oak and(provided you've already beaten the elite four) he'll give you the national pokedex which has data on all 386 pokemon. Now whenever in the wild in kanto you might encounter one of the legendary dogs. Now. When you see the dog it will run, even if asleep, but whatever effects or damage you have done will remain until the next encounter. But once you have seen it is recorded in your pokedex. You can now check your pokedex for it's area. Remind yourself it is always on your move so try and head it off.
