I am confiming the fact that if you do not get the HM Cut from the S.S. Anne Captain and procceed through the game without it, you can surf to the right of the area where you walk down to the Anne. You will come to a strip of land and there will be a truck there. But there are no items. It's kinda cool to go over there, but no items.
