If you want to get the legendary dogs, first you have to catch a Wobbuffet because it has the ability to prevent the foe from escaping also knowm as shadow tag. You can also use a pokemon with Mean Look. The legendary dogs tend to run away.

Charmander-Suicune
Bulbasaur-Entei
Squirtle-Raikou
You will need a lot of luck because it can be anywhere and don't use fly when you after it.
