When you are in cerulean city and you've changed bill back to human form you don't have to beat misty right away you can go to the house the police were robbing then you go through it and beat the team rocket guy after you get dig from him you can go down and get to the area with Lt.Sarge and get cut but you wont be able to use it until you beat misty but between the to towns is a daycare who raises your pokemons level for 100$ each your Pokemon gains exp avery step you take.
