Go to Ever Grand City on the Pokemon center side. Surf down but don't go over the waterfall. Then just keep fishing with your super rod and when you find a luvdisc use theif to steal it's heart scale. You will find a heart scale 9 times out of 10. Take the heart scale of your thief Pokemon and fish again. Keep doing this to get more heart scales.
