I like alot of action replay cheats but here is a cheat to start off near the beggining with a Celebi.
First you need to go on the game selecting list and make a new game on the list called Pokemon emerald modifers ( or something to do with that).
Then instead of entering the normal master code for it you enter this as a master code.

After that You need the celebi code. ( note you will meet it in the wild )

Then just activeate those two codes there there you have it ^_^ Make sure you have a good ball because it might be hard to catch. You could use the master ball in PC cheat which is in other messages.
