Leave the Pokemon you wanna level up at the Daycare Center. Then, grab the Acro Bike if you don't already and head to Route 111 and Stand right in front of the place you need a Mach Bike to climb.

Get on your Acro Bike and put some kind of weight on the Up button and leave it on over night and you will keep going up the muddy area and get pushed backed all night long.

Since you have no service and you wont get into any random encounters in that part of the desert, there will be nothing to interfere with it.
