To catch Raquaza there are a few steps.

1) You must go to both team Aqua & Magma's hideouts.After getting past all of the grunts and admits at team Magma's base, Maxie will already be waiting for you. After you beat him, he will unlease the Blue Orb causing Groudon to flee.

2) The same events take place in team Aqua's hideout as in team Magma's hideout. The only difference is that Archie is not waiting like Maxie is.As well as Kyroge flees not Groudon.

3) Team Magma's hideout cannot be entered until you have obtained the Magma Emblem, which you can get from the old lady at MT. PYRE. 4) Team Aqua's hideout is located underwater so you"ll need HM. 8 AND 3.Once you see the submerineyou know it's the right place.

5) After all this happens Wallace (Sootpolis's old Gymleader) Will take you as far as the enterance of the Sky Piller. (From Sootpolis) Then you must go to the top floor and make Raquaza flee.After that Wallace will take you back to Sootpolis. Then Raquaza should appear and stop the fighting between Kyroge and Goudon.Then you should be free to catch all three of the legendary Pokemon seen.
