You can't get them all.(EXAMPLE) -Spoiler- When you fight Dr.Almond in the Fyuin stone room on the ship, After that battle Koji will ask you if you want to chase ofter the Dr. Or if you want to re-balance the equilibrium. To get the Penguin medal, Chase the Dr.(Penguin is good for revive parts.)
