Get the boomerang off the Subrosian dance game and go to the Winter Temple at the temple of seasons (Subrosia) and use the boomerang to hit the red/blue swich.
Go up the stairs and walk to the statue and you will get the power of Winte. Now get out of Subrosia and when you walk onto a tree stump and use the rod of seasons to change to winter. Now water will be frozen in that area.
