You get him in sunken city there are some guys who are sorrounding him one of them will ask you if you have bombs say yes they will go then talk to dimitri and thats how you get him

Ricky, the kangooro: Do NOT buy any strange flutes from anyone. Just meet with Ricky.
Moosh, the flying bear: Buy the strange flute in Horon shop AFTER beating Level 2 and BEFORE meeting Ricky.
Dimitri, the swimming dodongo: Win the strange flute in Subrosia dance hall BEFORE entering Level 2
