When you get the bell the captain says it's rusty, what do I do?

What you need to do is go to the Subrosian Smithy. Talk to the guy behind the counter and he will say that the Master noticed your highly valuable bell. The Master isn't saying that he would polish it or anything.... Then the guy will ask if the Master should polish the bell. Answer: Do It! And you bell will be polished
