Head towards the Gnarled Root dungeon. After burning the tree to get into the graveyard, go one space right and save Moosh from the ghosts. After that, take a left on Moosh and then go up. Press A repeatedly to make Moosh hover. Move the gravestone down and go through the steps. Walk through the mini maze and pull on the lever with your Power Bracelet and pull it all the way back. As soon as you do, let go and run through the blocks and get the Zora Flippers. After you get those swim up then left and pick up Chevals Rope.
