It's not a TM it's a HM. It's HM01. You get it from helping out the captain on the SS Anne. Then you will recieve Cut.

Go to the S. S. Anne in Vermilion City. Search around for your rival. Once you beat him, go up the nearest flight of stairs and you'll be in the captain's cabin. Talk to him and you'll automatically rub his back because he is barfing. Then, he will give you Cut.
