When you have gotten to the top of the ghost tower fight every rocket and you will land in front of Mr. Fiji's house. Go in and talk to him and after a long boring talk he will give you the Awakening Flute.

I'll assume that you've gotten the Silph Scope. Remove the Rockets from Pokémon Tower and get the Flute from Fuji.

You will need poke flute to wake snorlax up. And the only way to get it is by winning all the rockets in the Pokemon tower and talk to mr fuji after that and you will land at the foot of his house. Talk to him only then he will give you the poke flute.

Get the Silph Scope from Giovanni in Rocket's Hideout. Then, Fly (Or go) to Lavender Town. Go inside Pokemon Tower. You may notice that the "Ghosts" are accually Cubone,
Haunter and Gastly. They are all catchable. Except for the Marowak at the end. She still
Dodges the PokeBalls you throw at her. Deafeat the Bone Club Pokemon to advance to the highest level of Pokemon Tower. There are four Rockets that won't let you go through unless you battle and defeat them. Go to the old man at the end. He is Mr. Fuji. Talk to him, and afterwards he'll teleport you to his house and he'll talk and give you the PokeFlute.

You don't have to get the scope all you have to do is get a pokedoll and go to the last set of stairs in the gost tower and when the gohst stops you from going up the stairs use the pokedoll to get away it will let you go up
