1) You head off for Pokemon League.
2) Fly is West of Celadon city. It's above the path for Cycling road.

Go to the elite four which is located in viridian city and keep going west.
To obtain fly forst go to celedon city then keep going west but before going to cycle road thiers a tree cut that and go through the door thier shouldbe another house inside talk the girl and you will get fly
