In Viridian City gym. To get in there beat all seven other gyms beforehand. Their leader is your old friend Giovhanni.

The last gym leader is Giovanni and is found in Viridian City.
Your pokemon would be good but you should train them equally.

samsam90 told you where to find Geovanni, but you don't stand much a chance with a team like that! Geovanni uses ground type pokemon and the only two pokemon you have are not at a high enougth level. You should raise all your pokemon at Lv.34-42 to at least Lv.46 before you go. It's also very wise to have a water type pokemon with you.

The last leader, Giovanni, in in the Viridian City Gym.

Also, he uses Ground Type Pokemon, and 4/6 of your Party is composed of Electric Types... Your team doesn't stand a chance, really. Electricity has no effect on Ground Types whatsoever, and Ground is Supereffective against Electicity... Get some good Grass and Water Pokemon with some good Grass and Water moves. Evolve Bellsprout there, I might add, then buy a Leaf Stone from Celedon City's department store and use it on Weepinbell. Do this only if Bellsprout/Weepinbell has some good Grass moves, though, because Victrebell, the evolution of Weepinbell, doesn't really learn any moves on it's own...

The last gym leader is Giovanni and he speciallizes in ground types, but I think he has a Kangaskhan too. So, if you even plan to be a match for him, you better either make your Bellsprout a level 50 or make sure that Zapdos knows a good attack other than Thunder like Fly or something, because as you probably already know, electric attacks do nothing to ground types. But watch out for Kangaskhan. Anyway, about his location, you know about the gym in Viridian that has the old man standing near the doorway that says something like "The master of this gym is away, please come back when he is here", right? Well, once you beat Blaine, the fire gym leader, go back to the gym in Viridian and that same man I was just talking about will then say "Our gym leader has returned" and he will let you past and you walk in the gym, beat a few trainers, and you will see a familiar face in the back room of the gym, Giovanni. Remember that the normal trainers also have ground types, so you had better train Bellsprout or Zapdos. About the second question, NO!!!! Unless every opponent is a water or flying type trainer, which is not so, your party is downright weak. You have too many electric types in that party. The key to beating the game is variety. You have to have more variety in your party. Sorry to say that after all the hard work you probably put into training that party, but that is the sad truth. So, if you want to win, you better get some more types of Pokemon.

I'd give your team 5/10. Too many Lightning-type pokémon.

The last gym leader is Govanni in Viridian city. That Pikachu will be useless as he uses GROUND/ROCK types. Try to get a Gyarados or something. Did you catch Articuno? She is at the bottom of The Seafoam Islands and would be grat against Rhyhorn!
