Yes, although it's move Teleport will make it extremly frustrating to catch as it will teleport away as soon as it has it's turn.

No, but you can get it south of Cerulean City next to the Day Care Center. If you're trying to do the Mew trick, you should still be able to do it early in the game. It's just a little harder in Yellow.
