If you mean the one who leaves a rainbow in it's path, that's Ho-oh. You can't receive this Pokemon in Yellow, but if you get Gold you can find it at the end of the game, because it is one of the legendary Pokemon for the second generation.

Its articuno just go to the island and navigate the paths and you will find him at lv 50 he Knows peck and icebeam respectively.

That bird is articuno and you can get it at seafome islands

People say it’s articuno but articuno doesn’t shine, I think it was a hint for Lugia... Just speculations tho
