the Dome fossil is a fossil of the ancient Pokemon, Kabuto.
The only use of it is to be taken to the Lab on Cinnabar Island, where Scientist there can resurrect the pokemon to give to you.

the dome fossil is for a kabuto. when you go to cinnabar island, and go to the science lab you can get a kabuto
