Beat the bridge thing in cerulean city and go to the house left of the Pokemon center... A tip to get pikachu to like you enough to get the bulba saur is to make pikachu have a potion when he doesnt need 1... He gets as happy as if you give him one actually!! Keep doin that then talk to that lady again...

What you have to do is beat the nugget bridge in Cerulean City, and then go to a small house to the left of the Pokemon center, and a woman should give you bulbasaur. Make sure that you talk to her as soon as you beat the nugget bridge, if you wait for too long, she will not give you the bulbasaur.

In the Cerulean city... Head over the house there and make your pikachu happy and talk to the girl over there inside the house and she will give it to you...
