No Pokemon will learn cut
Even the ones that are able. I've caught rattata and tried on some of the Pokemon I've already got in my deck where it says 'able' but when I try it just says it isn't 'compatible'? Can I fix it? I'm using playr.org if that makes any difference. I need cut to get my third badge and get a squirtle. Is there a way I can go on without cut or get a Pokemon that already has it without trading?

Many Pokemon can learn HM Cut, especially Grass Type Pokemon. Try teaching HM Cut to one of them. If it doesn't work, it's probably a glitch in the ROM you're using.
