I know this may sound weird but I can get past the practice battle at the start I have the potion I use it on starmie I gave it a water energy card and I made it use slap. I have no idea what happened it is so frustrating

Lol thats what I call rolling old school. Anywhoo, I'm not sure what you are talking about, but my Pokemon TCG for GB also does something similar. Except it happens to me an any battle, it will stop and the opponent wont do anything. I think it has something to do with the game being soo old, I have noticed that my gold silver and crystal haven't aged well either, I think it's just what GBC and GB games do when they get old.
Just repeat again the practice battle... And one more thing starmie hasn't slap move it is only staryu...
