How do you get therare venasaur L64 and mew L15 because i once owned all of the cards on the game (it said i had all cards) exept 2 of those each are they those phantom cards isharas talking about if so he is wrong because there would be 4

You and your friend select this programme when playing together, and it spawns rare cards.
These cards occur very rarely in the process, and you can do this only once with the same person.
