Hi there...

1. I think you can. I'm pretty sure there is a daycare center where you can. You get given a togepi egg, anyway.

2.that pretty much works. You can breed two raichu for a pichu, or two wigglytuf for an igglybuff, but yes, thats how you can get those two Pokemon in silver.

3. I'm sorry, I can't remember, but it might be after you leave johto and go back to kanto. (after you beat the elite four)

1) You can breed your Poke'mon in Poke'mon Silver.

2) Yes you should be able to get the Poke'mon that you are waiting for but it usually takes time for the Poke'mon to warm up to each other, so my advise to you is just to wait.

3) To breed your Poke'mon you have to go to the Poke'mon daycare center. To get to the Poke'mon daycare center, head towards Goldenrod City from the Ilex Forrest and you will see a building with a fenced in back yard that has a pool of water in the shape of a side ways L. Go inside the building and you will see and old couple. Talk to them and they will ask you which Poke'mon that you want them to raise, selct the Poke'mon that you want them to raise and they will raise it for you. Repeat this with the other one and you will have to Poke'mon in the daycare center, if you want to breed Poke'mon you will need to put two of the same Poke'mon in the daycare center.

Hope this helps and please give this a good rating for this is the correct answer to your question!!

1. Yes
2. Yes, two jigglypuff will net you igglypuff, and two pikachu will give you pichu, but only if those Pokemon like each other. You'll have better luck of one of those Pokemon came from another trainer.
3. On the route just south of Goldenrod City, northernmost building.
