Question for Pokemon Silver

It won't let me go into the Ecruteak gym. Whenever I try it just throws me back to the inside entrance of it

You need to go into Burnt Tower first and release the Dogs. When you do that, you can go into the Ecruteak Gym and take on Morty. Be warned! You'll face your Rival in Burnt Tower.

It's a puzzle there....you have to challenge the other trainer before battle the gym leader..

You have to go to burnt tower, first. And possibly also the tin tower.
