You use the new Radio Upgrade in front of Diglett's Cave, which is in Kanto.
In Kanto....vermillion city
Ge into kanto go to vermillion and in front of diglett cave there is a snorlax and you can wake him by playing the poke flute on your radio
U can find a snorlax in kanto by vermilton city in the entreance to digglets cave
