Question for Pokemon Silver

I have a few questions.
1) I can't get Scyther to learn a grass move, and I don't want to teach it Solarbeam, so is there any buyable TM's for a grass move or a lvl that Scyther will learn a grass move?
2) I'm trying to get my Noctoot to lvl 50, and it's lvl 42, so what's the best place to train it. Iv'e been training it on Tentacool(since it knows Confusion), and Raticates, Arboks, and Ponytas, but it only knows Confusion, Fly, Hypnosis, and Nightmare.(I'm still trying to beat the Poke'mon league.
3) Can Noctoot learn Psychic, if so, what lvl?

1.Scyther is a bug Pokemon, it WON'T learn any grass move!!!!!
2.let noctowl hold the exp.sharea and jsut battle the elite 4.
3.if you teach it psychic yes.

21-27 I think you misted it and if you have a tysphlotion it shud now cut,flame wheel or flamethrower,iron tail,and thunderpunch(level50-70.)

1. Scyther doesn't even learn Solarbeam, it doesn't learn any grass-type moves at all.
2. You can train it anywhere, as long as it can fairly easily knock out the opposing Pokemon.
3. No, it does not learn Psychic. However, it can learn Dream Eater at level 57.
