In the kanto reigon. Later in the game. You can find a pikachu in VIRIDIAN CITY

Press left or right in the map to change between Johto and Kanti's town map.

Have you even reached the Kanto region?
To reach it you must defeat the Elite Four first. You'll find a Pikachu in Route 2, after Viridian City.
The chances of getting a Pikachu are 5% though, so you gotta be patient. It took me ages to find a Pikachu.

P.D.: You must be given the town map of Kanto. You will get it at some point in Kanto. To change maps between regions just press left or right in the Pokégear.

To get to aka to you MUST have beaten the elite four. Then go to the train station in Celadon. The train will take you to Kanto.

Uhh you mean train station in goldenrod. That will take you to kanto and the station in saffron brings you back

i found out that a pikachu only had a 5% chance of encountering but me and my friend got a pikachu same lvl same gender AT THE SAME TIME!!!!!!!!! we laughed so mush and asked eachother what was the chances of that but i couldnt catch the pikachu but my friend could... i had to kill it.... R.I.P pikachu (you would not have fainted if you got in the pokeball...

I read on bulbapedia that you can catch it on route 2. Hope that helps!
