Togepi only evolves when it loves you very very much at a random level. So get it to love you. Togetic should be able to fly,but I'm not sure.

Togepi evolves when you develope the highest friendship bond level with it, then make it level up. Be sure to give Togepi lots of items and make it hold one, and use it in battle and don't let it faint.
I believe Togetic can learn Fly.

My Togepi evolved at level 25 and he can fly. To make it evolve, you just gotta make him battle alot and be sure he wont faint XD

it can be very complecated to evolve a pokemon like this my budew took forever to hatch i got it to hatch by feeding its favorite poffins

uhhh my togepi is level 25 and it has a moon stone and i heard it evolved with it and it didn't but i won't give up

Togepi doesnt evolve with moon stone it evolves with high friendship

well uhh...IF IT FAINTS WHY WON'T IT EVOLVE MY TOGEPI FAINTED ONCE AND IM SCARED IT WILL NOT EVOLVE BUT THE CARE TAKER OR WHATEVER SAID IT TRUSTS ME VERY VERY VERY MUCH

if the togepi fants its happyness falls it could fant 100 time but aslong as u get it to full happyness it will evole. and i think togetic kinda fals in silver i perfer noctowl and fearow

It does evolve into togekiss

I just used a ton of potions on my togepi after getting it to level 25, It didn't faint and the potions raised friend ship. It evolved.
