Move the rocks in this order: the one on the left of you up, the one on the right of you up, and the one middle to the left.

Then the path will be clear to allow access to Chuck. He has a Poliwrath and a Primeape.

After beating him talk to his wife and you'll get HM03 Fly.

All you have to do is get strength, accept I am not sure where to get it - I've forgotten.
