I cannot go in the Dragon Cave in blackthorn city.This old man said I can't go in because I'm not a dragon user.What should I do?

Beat all of team rocket at goldenrod then Clair goes to the gym and you can battle her.
You have to either beat team rocket in goldenrod town or beat the gym leader and she wil allow you to go in and you will have to get an item so she will give the badge.
