You get it from a guy in union cave. If it's not there then it's in that well where kurt fell into.

You can find kings rock in slowpoke well or attached to a wild slowpoke or slowbro.

Go to azela town and go into the slowpoke well. Then use strength to get past the rock and go down. Surf around till you see some stairs. Go up the stairs surf and go left. There should be a man there and if you talk to him he will give you kings rock.

While it is true you can find slowpoke with a kings rock, it is incredibly rare. 2%, and with the limited money you have at that point you can only afford so many pokeballs to catch the slowpoke it's best to just wait.

Not if you save, catch 5, rinse repeat until you get it. Same with metal coat and dragon scale
