It's in Mahogany Town which is east of Ecruteak and west of Blackthorn. You get it by first going to Lake of Rage and battling Red Gyrados. Talk to Lance, say yes, defeat Team Rocket and then beat Pryce.

Guys, first go to lake of rage (you can use FLY to get there). Defeat the gyarados in the lake, than Lance will appear automatic next to the sign below the lake. Talk to him and yes to help. Next go to Mahagany city and enter the house right above the Pokecenter (the one with a sign near by). Lance will be there, down the stairs you will fight with the rocket team.

Fly to mahogany town, go into candy store. Lance will be waiting, there will be a secret staircase he will open and you and him both go down there. Team rocket will ambush you, go to the bottom left where this is dark grey stripes on the floor, each stripe is full of Pokemon you have to battle but you'll make it. Go down stairs, Lance will meet you there and heal your Pokemon. There are more team rocket guys you gotta beat. There's passwords you must acquire by beating team rocket rocket to Unlock the doors. After beating the first executive go to the bird Pokemon in the room, you'll need another password. Go downstairs and you and Lance will beat 2 more rocket members. You and Lance will beat the voltorbs and stop the signal. He will give you the HM Whirlpool which you can't use until you beat the gym leader in Mahogony Town which is now open. Happy gaming!
