You can evolve Poliwhirl into Poliwrath with a Waterstone. I think Slowpoke evolves into Slowbro on its own.
Poliwrath- Evolve a Poliwhirl with a Water Stone. Get the stone from Bill's grandpa in Cerulean Cape by showing him a staryu.

Slowbro- Catch a Slowpoke in Slowpoke Well and evolve it, or keep surfing in the water there and you might find a wild Slowbro.
To get a slowbro go to the place where kurt is the accorn guy the when you fight team rocket as you go through the the cave youll find a slowpoke evolve it and youre have a slowbro
