Hi there.
If you mean how to enable the Pokegear's radio for the first time, you will need to do so at the Radio Tower in Goldenrod City.
Talk to a lady on the first floor at the desk and complete the quiz. She will give you a card that will enable your Pokegear's Radio.

If you mean how to enable the radio in the Kanto Region, you will need to have first helped the Power Plant manager retrieve his stolen Machine Part, and then pay a visit to the Radio Tower in Lavender Town.
