You need to trade, or do the Gameshark code.

In VX's case, you do trade from anoyther Game Pak, but he forgot WHICH Game Pak to trade them from!Hahahahahahahahah......oh, sorry. ( Don't mind if I tease you a bit, huh?) You need to trade them Pokemon from Pokemon Blue, Red, Yellow, Green, Red Advanced, Blue Advanced, or Green Advanced.

...Hmm? Ah yes, that's right, the three R/B/Y starters. You can only get them from trading from those versions. Sorry.
