What do I do after I beat the 7th badge..? How do I get past the man??

After you defeat the 7th Gym Leader, head to Goldenrod City. You must go into the Radio Tower and defeat Team Rocket. Once you obtain the Silver Wing, you should be able to pass the man in Mahogany Town.
