Rock Smash- Beat or capture Sudowoodo near the Bug-Catching contest and talk to the man east.

To wake up Sudowoodo, first beat Whitney and get the Squirtbottle from the house east of the gym.

Waterfall- Somewhere in the Ice path.

To add to spidermans answer, you can also get rock smash in goldenrod dept.store after you get the first one.

Rock Smash:get rid of the Suudowoodo that's blocking the path and talk to the man who wants to go through the route it's blocking. He will give you Rock Smash. You can either beat the Suudowoodo or capture it.

Waterfall:it's in the Ice Path.
