You go to Mr. Pokemon by Violet City and he'll trade you an Exp. Share for it. It is a good deal because the Red Scale is basically priceless.

I believe you could get one after saving the real director at the radio station. You just have to double back and they give it to you as a gift.

you can clone exp.share: save the game at mr.pokemon's house before the TRADE!! then start the trade give exp.share to an pokemon , deposit in bill's pc then switch the box. AND WHEN YOU SEE "DON'T TURN OFF THE POWER" YOU NEED TO TURN OFF. them continue the game go to pokecenter and pick up the pokemon you gave exp.share. NOW YOU GOT 2 OFF 'EM. if you continue this for 6 times all your pokemons will have exp.share. You also got the redscale. but i don't know what the use is for it
