Mewtwo since he's the hardest to catch by normal methods.

Mewtwo is the best in the game but it is best for you to decide.

Mewtwo, in Cerulean Cave. Mewtwo has a harder catch rate then any other Pok�mon in this game.

First duplicate the masterball and 2 duplicte it go 2 a man in Viridian city that will show you how 2 catch a Pokemon then fly 2 cinnibar go east and surf but dontgo to the water stay on the edge of the water then battle till you see a Pokemon thats name is missing no then run away from it then get back 2 cinnibar and then fly 2 the cave and catch mewtwo andd youll have 118 pokeballs and it's easy 2 catch mewtwo if you have a level 100 pokemon

Alot of people say mew2 well if you get fly and surf. Heres what you do.

1.take your master ball and put it into the 6th spot of your item bag.

2.talk 2 the old man whoteaches you to catch Pokemon in the begging and have him show you twice.

3.fly to Cinnabar island and surf up and down the side of the gym is.(rightside)

4.when a missingno appears run away or catch.(may glitch game if caught)

5.cheak your master ball it should have a a symblo next to it. It's about 300 master balls.

Save the masterball for Mewtwo if you use the glitch you still have a risk of messing up the game. So I advise save it and get mewtwo with it.

I believe it is most effective if used on mewtwo in that one cave.
