You can't. It's as simple as that. You can only get Togepi in the new versions, that is, G/S/C.

Look in one of the sevii islands (not one,two or three) there is a big sea with a lot of rocks and little islands. In the far north-west I think, there is a man who says he wants to give you an egg (have an empty space in your Pokemon party).
Accept his offer (its free) and wait till the egg hatches then you will get togepi from it. This is no bogus because I got togepi and evolved him to a togic.
