You can get Moltres at the top of Mt. Ember, and you won't need a master ball. You can get Lapras as a reward the guy in Saffron, after you defeat Giovanni in the big tower.

Lapras you obtain from a worker in silph co after you battle your rival

Moltres is on the way to the Elite Four, No you don't need a Master ball to catch him. Lapras you get from a guy in the building when you have to fight the Rockets in the one huge building with like 13 floors.

Moltres is found in victory road & Lapres in Silph co from a kid next to gary, no you dont! I recommened a high level raichu that nos thunder wave and lots of ultra balls

Well, if it's the same as the newest Pokemon Kanto games then it's at the top of Mt. Ember, where you have to find your own way through surfing and tunnels. If it isn't, then maybe use an action replay, I don't think it's in Victory Road..
