In pokemon blue, you have to go to blue's sister and talk to her right after you get the pokedex, otherwise, once you deliver prof. Oak's package it will be to late.

At the very start of the game after delivering oak's parcel, you get it from gary's sister.

Don’t worry about it. I didn’t get it until after I beat the elite 4. It just has towns and routes labeled. A google search for kanto map will be just as good.Guest answered:
If you beat the game you should have fly by now... Teach it to a Pokemon and fly back to the beginning

You must delivered the parcel, and get the pokedex. Then, go to your Rival's house and ask his sis. Then, his sis will give you a town map.

If you don't have fly and you are past vermillion city and you really need the town map just use this code: 01057CCF in your cheats and then got to the pokemart and buy a town map for free, afterwards turn the code off. YOUR WELCOME :D
