1) You get from Mr. Fuji after defeating the Marowak ghost and the three rockets on the last chamber of Pokemon Tower.

2) Once on the 1st Basement floor go down the second flight of stairs next to it. Then on that room go right and take the stairs above the rocket there. Then find a way down to the second set of stairs (take the warp pads) and take them.

Then go up to the top right room of the 4th floor and battle the only rocket there, after you defeat him talk to him again and he should drop the lift key.

3) In the Safari Zone in Fushia City. Go to the furthest and deepest part of the Safari Zone and in the house there a man will give it to you as a prize for finding the secret house.

In that same area below the sign asking for the warden's teeth are the gold teeth of the warden. Once you give them to him he will give you HM4 Strenght.

Hope this helps.

1. Beat the Rockets out of the Pokémon Tower.

2. Fight every Rocket. One of them will drop it.

3. The Safari Zone in Fuschia City. Find the Secret House. The guy inside will give you the HM Surf. You can't use it outside of battle until you beat Koga though. Koga is Fuschia City's gym leader and he uses the Poison type. Get a Psychic type to beat him.

You get the pokeflute after saving Mr Fuji from Team Rocket in Lavendar. That is way too difficult to explain on here, it is very hard to explain how to get to the lift key. Surf is found in the safari zone.
