His Attack is 318 and his special Attack is 406 so it would be best to teach mewtwo special attacks only try this moveset
Psychic
Thunderbolt
Rest
Blizzard
Also you can make him more affensive by replacing rest for fire blast then you will have a super effective move against nearly every Pokemon.

If you want nothing but sheer power for Mewto then just use Psychic,Blizzard,Thunder,and Recover.Hower,since Mewtow has such a high Special Att.Stat,I reccomend replacing Thunder with Thunderbolt and if it's your preference,Blizzard with Ice Beam.Avoid physical attacks such as Mega Punch,Slam,Take Down,Double Edge,Body Slam,etc.Remember,Mewtwo's most powerful Ally is his brain.Same with all Psychic Types

Ice Beam
Thunderbolt
Calm Mind
Psychic
