How do i get past the thirsty Guard??

Go to Lavender through Rock Tunnel from Cerulean. Then, go west to the underground path. It will go to Celadon. Go to the department store and go all the way to the roof. Buy any drink and go to the guards. They will let you go through. You only have to buy one drink for all the guards.

You must go to the market in Celadon city and buy a drink; any drink is fine. Now, you must go to where the guards are and they will asj you for it. You may now pass.
