Defeat the Pokémon League and Professor Elm will call you.

Go to his lab to pick it up.

The same way you do in silver. Beat Elite 4 and go to Elm.

He'll give you the ticket.

After you defeat the Elite Four, Elm will call you. Then go to his lab and he'll give the ticket.

Then go to Olivine and you can go to Vermilion City.
