1. Get the Power Plant working and talk to the Radio Manager in Lavender Town. He will give you the Expn Card for the radio. The PokéFlute is on frequency 15.

2. The Magnet Train serves Saffron City and Goldenrod City. To get a Pass, go to Copycat at her house in Saffron; she will tell you about the Clefairy Doll that she lost. Then, go to Vermilion City and enter the Fan Club. Talk to the guy next to the Clefairy Doll and he will give it to you to return (it will be in Key Items under the name 'Lost Item'). Then, go back and talk to Copycat. She will take the Doll and give you the Pass to board the Magnet Train.

To answer your first question, you don't get the pokeflute, you tune into it on the radio (its right at the end).

And about your other question, The Magnet Train runs between Goldenrod and Saffron (both ways) and you get the ticket by talking yo the copycat, then findingthe doll she lost (the one ash bought for her in red, blue or yellow).

To find it go to where you get the bike ticket in Vermilion City in earlier games (pokemon fan club) and talk to the guy who looks like he has a Clefairy, eventially he'll give you back the doll and say that he'll try to catch a real one. Go back to Saffron and she'll give you a rail pass.

It's more like Poke Station. First find the missing generator part and then go to Lavender Radio Tower and you'll get EXPN Radio. Now you can use the poke flute. Magnet Train takes you from Saffron to Goldenrod or Goldenrod to Saffron. You get the ticket by talking to the Copycat in Saffron and helping her.

Instead of a poke flute, you get an expn. card for your radio which plays the poke flute. You can get it at the Kanto radio tower after the power plant have been fixed. The magnet train gets you from saffron to goldenrod, and vice-versa.Copycat, which lives in saffron, will give you the train pass after giving her her lost clefairy doll.

First, you can't get a pokeflute on gold or silver but if you restore the power and talk to the guy facing the wall in the radio tower,he'll give you a EXPN card so you can tune into pokeflute music.

Second once the power is restored the magnet train will take you to saffron and goldenrod.

Third to get the train tickets, talk to the copycat and she will tell you she has lost her favourite pokedoll clefairy,go to the pokefan club and talk to the man next to the clefairy.

He'll give it to you, take it back to the copycat and she'll give you the train tickets.
