Strength.... Uhh I think you get it from a guy inside a house in olivine city, I think it's the house to the left of the Pokemon center? Can't remember exactly, sorry, but I'm pretty sure it's in olivine city in a house, it's like a kitchen area I think
Just go to ecuteak city then look for the dance hall and go in and you'll see a old man near a machamp I think and talk to him he'll tell challenge his dancers defeat the five of them and talk to the man again and he'll give you the HM strength.
To get strength you have to talk to the sailor in the house next to the Pokemon centre in olivine
